confused about shouts

Im in the tower talking to grey beards while taking target practice with my shouts. I have 2/3 hits for the new shout, but as I try to hit the next target, they tell me I must combine the two shouts/words first.

How do I combine the shouts? Im confused, I don't know why my first two shotus worked, but the 3rd doesn't...

You may not be holding down Z long enough. The longer you hold it down before releasing, the more words of the shout you'll say.
