Dragons keep running away

I see the shadow of a dragon but it just flies away when I try to fight it.

I have killed two dragons already, but this one doesn't want to fight
How do I get dragons to attack me?

afaik you have to hit it with some type of damage, typically a fireball or arrow

if you dont have anything to hit dragon with, you can just follow it around, eventually it will stop to attack something (goat, bandits, Jarls, who knows), and then simply kill the dragon

Sometimes, if you're lucky, you might happen upon a dragon fighting giants, mages, or anything in between, and they will do most of the smiting for you. I took a dragon down with two shots this way, although it kind of diminished the fun factor. Either way, I got me a dragon soul and its goodies practically free.

Yes, there is a shout for that.

Anyway, I have read on the official forums that sometimes dragons won't land because you are too well protected against something. For example, if you have a particular set of armor plus ring and necklace which grants you 85% (hard cap) resistance to magick and 85% resistance to cold, an ice-breathing dragon won't simply accept to attack you. Try unequipping something. Don't know if it works, but I found a dragon who refused to land just after I enchanted my ring, necklace and armor. So there might be some truth in it. Worth trying.

It's in fact one of the first shouts available, considering you get the "main" questline over and done with before lvl 10 so you can start enjoying the actual game. If you ask me!
