I think what he meant to say was..

"As the title says, can Steam make a new forum for Batman: Arkham Series, with subforums for Arkham City and Arkham Asylum?"

That's a great idea. It's also already been brought up, repeatedly. They might do, after the game's out, but everyone already comes here for discussion on Arkham City anyway.
