Objective 7

So Objective 7, having issues, already looked at the wiki:
I've completed the section where you install your own diplomats.
I've stolen well over 25 crates. Ive created a redundant freezer to host these crates. But I still can steal the crates on the map to the point where they are spilling out onto the corridors.
What am I doing wrong?

You only need 25 crates, just stop stealing when you reach that point =3

Then go to the rocket cavern, right click on the ground floor and and you get list of 5 rocket parts each costing 5 crates.

Any access boxing you can't get rid of. maybe the agents steal them back but not sure.
