Maven Black-Briar **Imperial quest spoilers**

So wait...why does Maven Black-Briar become the Jarl of Riften after deposing the old Jarl? Isn't she supposed to be evil, with ties to the Dark Brotherhood and the Thieves' Guild? So why would they place her in the most powerful position?
This is putting me off siding with the Imperial Legion...

Is there any way around having her as the Jarl of Riften? Can i just kill her once she has her place on the throne?

She was always in charge anyway. It does suck we can't depose her regardless of faction though.
