Steam Network Lag and Problems

First, my L4D2 decided to re-download just minutes after I played the game. Five hours later here I am, got back to my PC, took it off sleep and it lagged out. I tried to re-open Steam, it NO MATTER WHAT keeps going up to 61,660K use in task manager, about five to six minutes later it will show "Steam - Error, Could not connect to Steam network." This has happened to a few of my friends that I talk with on Xfire, everything with my connection is solid. All of the most complex pages in my browser load just fine, I still got low ping in my favorited/Steam group servers, the only issue here is Steam connecting to ME, not me connecting to Steam. My first account was hacked, contacted support through another Email because the hijacker rehashed my security questions, I got no help or response. Don't feel bad for me though, as long as it won't happen again, I won't regret buying MW3 and another copy of L4D2. Any idea what is going on with Steam?
