Unable to Change Graphics Quality

I just recently bought the game as part of the Steam sales and it seems pretty good. But the problem is I have no idea how to change the graphics to a lower setting. Everything is lagging for me and at the moment the game I almost unplayable. Please help if possible. Thanks.

From config tool
1. Turn off antialiasing
2. Set texture quality to low
3. Set lighting quality to low or medium
4. Try to reduce overall resolution.

From game options menu
1. Check if shadows are not soft. Soft shadows are very slow.
