Skyrim - Launcher presents "install" not "play"

Skyrim - Steam edition.

System:
i7 920
6GB RAM
Radeon 4870 /512MB (have latest 11.12 drivers)
Windows 7 64bit Ultimate (fully patched)

Installed via Steam (no disc). When I launch the game the splash screen shows "install" not "play". This is NOT occuring for my other 2 PCs (I have 3 kids)--it is working fine.

What I've done:
1 - I've Verified the integrity of game cache (no issues)--no help.

2 - I've exited Steam, delted all content but "\steamapps" folder and steam.exe, and re-run Steam (which rereshes the install) and ran game again. Same results. No help.

3 - I took the opportunity to flatten the OS and re-install Windows 7 64bit Ultimate after formatting OS drive. Fully patched up. Again started from Steam folder containing \steamapps and steam.exe to bootstrap my games. Ran game. Same result(!!). No help. Amazing.

What is next? What more can I do?


Any help is appreciated. I've found one other case on internet where this same issue was found, but no solution offered (other than the very basic verify game integretty cache.

Next steps I've tried:
1 - I deleted Skyrim (and deleted folder). I then did a re-install and did a verify integrity of game cache... it found errors and fixed it (coincidental I think). Ran game...

It worked. I have no idea why it worked this time.
