Space Empires V: Missing Steam.dll

Trying to launch Space Empires V from Steam does not work. I've deleted and reinstalled the game a couple of times. I went into the steamapps/common/ and launched manually, where I get this error:

The program can't start because Steam.dll is missing from your computer. Try reinstalling the program to fix this problem.

How can I fix this?

Come on, Valve. Let's get the ball rolling on fixing this. =3

Still need fix.

Have you verified the game files? There should only be a single steam.dll on your computer, in the Steam folder.

I have verified the game files, uninstalled, reinstalled, verified again. Same thing.

Oh, and I have the Steam.dll in the Steam folder, so yeah. Still lost here.
