Changing graphcs settings Crash

I am attempting to play this game on a netbook and it seems like it would work (runs the game, just a low framerate). However, when I go into options and reduce the graphics setting to Low, the game freezes immediately upon clicking save, and when I kill the game and restart, the graphics settings are right back at medium.

Is there another way to change the settings to Low?

Figured it out. config.txt is under documents/east india company/config
