How to fix/enable Steam Guard

Settings -> Beta Participation -> Beta Update
Steam will update in the tray then start up

Settings -> Beta Participation -> NONE - Opt out
Steam will update in the tray then start up

Settings -> Steam Guard should be enabled now
You may need to check your email and input the security code

This has worked for me, my brother and two of his friends.

Do you have the Steam Guard button showing?
We didn't, the area where the button should be was blank.

better option:

close steam

delete everything from steam installation folder but DON'T DELETE "steam.exe" and the folder "steamapps" (this way you don't need to download games again)

open steam, it will "update"
check if it worked

this solve most issues with steam client

Well I had exact same problem and lodged a support ticket immediately. I also tried what was mentioned in this thread to no avail.

Hello,

Thank you for contacting Steam Support.

We apologize that you are having difficulty accessing your Steam Account because of the Steam Guard Security feature. Included below are instructions that solve access issues for most customers.

If you are still experiencing difficulties with Steam Guard please try the following:

If you get an error that you are using an invalid code:
- Please check to make sure that you are accessing the email address that is registered to your Steam account.
- Please exit Steam, restart your computer, and log back into your account. This will generate a new verification email.
- Please ensure that you enter the most recent code sent to you - older codes will not work. If the e-mail has not been received, please wait a few minutes for the message to arrive.
- If you are running in Windows Vista or Windows 7, please completely exit Steam, and right-click on the shortcut which you use to launch Steam and select "Run as Administrator."
- If you do not receive the e-mail at all, check and make sure it is not being filtered as spam. Please try adding "support@steampowered.com" to your contacts or trusted senders list within your email client and re-test the issue.

If you don’t have access to the email address that is currently associated with your Steam Account please reply to this ticket with your new email address and proof of ownership of your account:

Providing Proof of Purchase
https://support.steampowered.com/kb_...2268-EAFZ-9762

As soon as we have this information, we will continue to assist you.
