1. Does it do anythhing with Technology or Brimstone?

2. Does it do anything if your damage is already max?

Pretty sure there is no max to any of your stats except for the 12 max heart containers limit.

I do not know if it affects Technology or Brimstone though.

Not sure about the regular hearts, but the soul hearts (grey hearts) can go above the 12 you see on screen.

Can anyone else confirm there is no limits to stats even though it only shows a max of 7?

I've heard that range and speed are capped, which seems to be true. Health and damage seem to be uncapped. I'm not sure about speed. It's really hard to tell after you start zooming around.

I just had a playthrough where I got lots of damage powerups, even once the bar was full and I used both book of belial and the devil on the final boss (the latter dropped about halfway through). Each one definitely seemed to make the health drop significantly faster.

Range...has a point where you just don't need any more, even if it's uncapped. When you can shoot across the room, vertically, moving back, and your tears still hit the other side, you don't need anymore range. Speed, I'm sure also has a limit... Health is limited at 12 normal hearts. (I believe) and unlimited spirit hearts. Damage is uncapped as far as I know.

I don't think Speed is capped. I've gotten it so fast where it's actually been more of a hindrance than a blessing.

I've felt that way even before it hit full bars. Those rooms full of spikes become terrifying when I have to tap the keys very carefully to stay within the safe paths. >_<
