Sonic Adventure DX fails to save any config settings

I was gifted a copy of Sonic Adventure DX for the PC on Steam. When I run config.exe and make some changes and then press the SAVE button, the config.ini file is never modified.

In fact config.ini is never even accessed. I used a program called File Monitor(Sysinternals) to see what files are being accessed by which programs and config.exe never attempts to access config.ini. In fact the only time config.ini is accessed is when I run Sonic Adventure DX.exe(see screenshot here http://i42.tinypic.com/umsep.jpg).

config.ini can be found on two locations on my PC:
C:\Program Files\Steam\steamapps\common\sonic adventure dx
^ this is the default
C:\Documents and Settings\Administrator\My Documents\SEGA\Sonic Adventure DX
^ I created this directory path after seeing Sonic Adventure DX.exe try to access the file there. I copied config.ini into this directory and still config.exe does not even access it.

I have even tried to pass the full filename of config.ini to config.exe as a program argument on the command line:
config.exe config.ini
config.exe "C:\Documents and Settings\Administrator\My Documents\SEGA\Sonic Adventure DX\config.ini"
but the config.ini is never modified.
