Why are games in russia cheaper than rest of the world?

For example:

MOH 2010 in the russian store:

74 russian rubles руб = $2.35 USD

http://finance.yahoo.com/currency-co...RUB;amt=2.3592

http://store.steampowered.com/?cc=ru

US store = $4.99

Rest of the world = $14.99

?????????????????????????????????????

Because of the high piracy level. If the games would be same price as in RoW, much smaller percentage of Russian gamers would buy them.

When publishers have the alternative of selling 5 copies for full price or 20 copies for half-price what do you think would they choose?

They might be cheaper but i heard heaps of region restrictions in the Russian store.

So its better just paying how much RoW pays, and get access to 90% of all games that come on the steam store, that ain't region locked in my region.
