Treasury slider won't work?

The treasury slider won't work so i can't use inflation,but it still takes up points for technology, has this happened to anyone else because i need inflation if i want to boost up my armies quickly in a war

If it's locked, right click on it to unlock it (and vice versa). Locking it in place is good if you want to keep it at a certain level.

If its not locked (greyed out) then you need to set it where you want, then either close the treasury screen or go to another tab, the changes don't happen until you leave the page. That screwed me up for about a year.
