It wants to know your username? Did you make a desura account yet? I'm quite sure that is what it's asking for! Just make an account and you're all set!

It wants to know because it need to know what folder to put mods in.
Its a dropdown list in the settings, and it tells you this when you hover over it. Its safe, it should already be there in the dropdown with other steam usernames that have logged in to your computer. |

Its safe, been using it for a long time. It needs to know your Steam ID so it can verify that you have HL2 and install the mods in your Steam library.HL2 is not a normal Steam installation, its not listed under Steamapps, so mods relating to it have to be specially installed. But don't worry, its a popular. well-known site.

Did you guys make your desura account the same as your steam login? I didn't, but I'm almost 100% positive you don't use your steam i.d. to log in...

You have to create a Desura account first, and download and install the Desura client. Then, if you want to install mods which use the HL2 Source engine or other HL2 components, it will ask you for your Steam ID during the installation process. So your Desura login can be different from your Steam login. My Desura login is different from my Steam ID but the Steam ID is needed to install some mods.
