Dungeon Defenders is pretty awesome and supports keyboards and gamepads combination to my knowledge (although we always play it with the xbox 360 controller so I can't confirm this). Even better, the game support splitscreen and multiplayer at the same time, so you can play with 2 friends in splitscreen and a fourth one online.
The UI takes a hit in 4 player mode, the text become too small an using the map is a burden, but it's bearable.

Dirt 3 also have a 2 player splitscreen mode. And outside of Steam you have SplitSecond, great game with 2 player splitscreen mode also. Mostly racing games it seems.

I have some other local co-op games like Trine and Shank but they aren't splitscreen.

It's a shame that many companies remove the splitscreen mode in the PC version, like in Resident Evil 5 and Borderlands : /

Proun although, it's not on Steam.

Does it have to be splitscreen, or can it just be a local multiplayer PC game?

Dunno, if all these games support the 360 controller but I used to check the co-optimus site for games on their co-op qualities, split-scree or otherwise.

Here´s a list of games that should be on PC with split-screen/couch co-op Co-Op Games for PC

Off the top of my head for local/split-screen games:

Burnout Paradise - 2 to 8 players "hot seat" style (someone confirm this?)
Dungeon Defenders - 2 to 4 player split-screen, drop-in/out
DiRT 3 - 2 player split-screen
Jamestown - 2 to 4 player local
Left 4 Dead 1 and 2 - 2 player split-screen, requires console commands.
Magicka - 2 to 4 player local
Portal 2 - 2 player split-screen, requires console commands.
Serious Sam - 2 to 4 player split-screen. I believe at least MOST of the games in the series have split-screen.
Trine 1 and 2 - 2 to 3 player local
Unreal Tournament 3 - 2 to 4 player split-screen, requires the use of console commands.

Kane and Lynch: Dead Men has local co-op (actually, it's the only co-op it has), but you must own a Xbox controller or use some kind of mod so it would recognize any controller as a Xbox one.

Hmm, isn't Borderlands 2 supposed to have PC splitscreen? I swear I remember reading something about that.
