weird frame rate inconsistencies

I've got this weird issues with SR3.
Most of the time it works fine though.

Sometimes, and only when running in DX10/11, the frame rate will be less than 1fps.
Press alt+enter to change to a window and the frame rate goes back to good (40+fps).
Full screen the game again and it drops back to below 1fps.

This doesn't happen every time. Rebooting can fix it, but sometimes it'll happen even right after a reboot.

Anyone else had an issue like this?

my spec:
intel i5 2500k
GTX 260
8GB RAM
W7 64bit

Try disabling Steam ingame overlay and disable vsync (or enable it if its disabled already).

Seems to happen regardless of steam overlay or Vsync
