All DLC Works?

I just installed all promo DLC manually (Not anything that you can currently buy) - Even the DLC that requires authorization. For some strange reason, every single bit worked, and I cant figure out why. It installed and let me enable it without an authorization error.

Have EA changed a lot of the DLC to allow this?

I doubt it. It gets authorized when you log into your EA account in-game.

Did you have the Ultimate edition?

I remember having to install a few of the DLC packs manually after I bought the Ultimate edition.

I have the original collectors edition (EU so I never got the CE items)

The thing is, ive activated dlc items that are like Gamestop preorder, which I definately haven;t done, and its been fine.

DAO_PRC_PROMO_5 - Dalish Promise Ring (Requires Authorization)

I didn't have any of those, they aren't on my account, yet it let me install them and use them just fine.
