To activate the downloadable content after your purchase, launch Gotham City Imposters and copy the Product Code from the Steam overlay into your clipboard. Once the game launches and the Gamertag sign-in process completes, press the Home key to bring up the Games for Windows Live overlay. Click Gamertag, select Redeem Code, and paste in the Product Code to initiate the download process. Alternatively, Product Code for the downloadable content may be redeemed from a web browser at https://live.xbox.com/RedeemToken.
So I took the alternative route and redeemed my DLC codes via web browser signed in to my live account, redeemed each one successfully according to the site, launch the game up and wouldn't you know GFWL still sucks. Apparently, though the website said they were redeemed they clearly were not and they are still locked. What is worse is that they are now redeemed and the codes wont work the other way. Okay, after I actually stopped and thought about it trying to fix this on my own. I got it.
If you redeem your DLC codes via the web browser you will need to have the GFWL Client downloaded, turn this on and sign in with your live account and go to your downloads, you should see the DLC listed here. Click download for each DLC to Install them and your done. |

I have the same problem, but the DLC doesn't show up on the GFWL Client for me
