Unfortunately, the status of the NoLF content is still publicly unknown. I have not seen any clear statements on who actually owns the games now, outside of the trademarks that are still held by Fox. Other Monolith's properties, such as Septerra Core and Shogo also appear to still be in this legal dead zone.
I was contacted at a later date with information about Shogo and Septerra Core. Good Old Games lists TopWare Interactive
as the publisher for Septerra Core, although TopWare seems to have only held the European rights from a 2005 agreement. Interplay
seems to hold the rights to Shogo, but I'm unable to determine if this was a deal made with Monolith or with the European publisher for Shogo, Microids.
So far no additional light has been shed on the legal status of the No One Lives Forever properties. As far as I am aware Fox Corp. holds the branding rights while Activision possesses the Intellectual Property.
Until these issues are addressed, these games won't be coming to the Steam Network.
