"Failed to Locate SteamUI Localization File"

Hey guys, I'm having a problem starting steam. Since a couple of days ago, I've been getting the message in the title whenever I restart my computer or attempt to start steam. Any tippers?

Exit Steam, browse to your Steam folder, and delete ClientRegistry.blob, SteamUI.dll and steamclient.dll. Restart Steam and it will update hopefully fixing your problem.
