When you open Rail Sim, normally you will be in News. Go to Tools and docs (right to the package maneger) In Tools & Docs you will find a shot cut to the signals.

Just so you know busperson, both of these are exactly the same thing, so either will work. Don't bother with doing both of them and expecting different results.
