It's because a lot of people feel a negative attribute on a weapon being "doesn't receive random criticals" isn't enough sometimes. The positives outweigh the negatives.

Not so long ago an experimental patch was rolled in the main game, where all melees with the "No random critical hits" were replaced by "-25% damage" attributes. Nobody liked that, because pretty much EVERY SINGLE OF THESE WEAPONS BECAME INSTANTLY NATASCHA-LEVEL USELESS. So they reverted the patch about a week later.
Except for the Powerjack -a mighty fine and balanced weapon at the time-. It kept the -25% damage, which kind of did not matter since it did +25% damage to begin with, but they added a +20% melee vulnerability on top of it. Pyros were NOT pleased. The PJ is still a nice weapon though, just far, FAR less. |

cba to be honest but there are plenty of examples. A lot of people also feel like the slower swing speed of the ubersaw wasn't enough of a negative to not choose it over the bonesaw, since you receive the 25% ubercharge per hit.

The southern hospitality for instance, it does have 20% fire vunerability (because all good engineers take on pyros with their wrench) but they removed the -25% damage it did and replaced that downside with no crits.
It's a fairly stupid downside, because no one actually relies on crits. |

I was playing some tf2 today, and joined this server, some punk kid was shooting crits with the scattergun. I did not see how to kill him, so I asked. A guy came back and told me how - so I started killing the guys shooting the crits.
Then, within seconds of killing the first kid, someone else starts shooting crits. I killed the second player and said "another one added to the noob list, MHMM" and I'am freaking banned within seconds. What is the matter with these admins? Punk kids can shoot their stupid crits, disrupting the game play and the admins dont do anything. But if you kill them, you get banned. That has to be the worst ran server I have ever seen!!!!! eheh The problem with the downside is that it has no meaning on servers without random crits (which are absolute bullcuss). |

It's from the medic update. Back then the Blutsauger was a straight upgrade aside from the "no crits" attribute. Thus, "Doesn't crit so it's balanced" was born.

because that is how youre meant to balance thing the random chance of dealing 3x damage is a huge thing and losing that advantage is huge also valve makes this game so obviusly they know best about how 2 balance it
