Unable to uninstall from Steam

So for a while now the game has been stuck on "Download Paused" and I've been unable to launch it. I tried verifying the files and restarting the steam but it just says it's 100% validated and won't launch.

I tried to uninstall the game but that won't work either; I've even deleted the files on my computer and while it has no files left it still validates 100% and won't even download what's missing.

Any help will be appreciated.

What I would do is find the folder for it in Steamapps/common and delete the folder, delete your ClientRegistry.blob in Programfiles/steam and then restart steam.

FWIW, I make a point of installing steam in a custom location (eg. c:\steam) rather than the default program files location. It seems to remove issues with access to specific directories.

Also try deleting AppUpdateStats.blob found in the same folder as the ClientRegistry.blob file.

After deleting them both then restarting Steam this seemed to do the job, thank you very much. +rep for you sir.
