TF2Lobby is definitely your best bet! I recently started playing there (started playing TF2 spring 2008, but had no idea of it).

go to tf2 lobby and play about 100+ matches as scout and you should be ready if your not the last on the scoreboard.

Before doing this I'd practice scout a lot on pubs.

Disregard anyone recommending TF2Lobby (especially the ones talking about the scoreboard). It's a terrible place with even worse players, and the only possible thing you'll learn there about competitive TF2 is the amount of players and the class limits, which you can do outside of the game.

I recommend finding a good PUG group.

Surry but if you ask me TF2 Comp is a joke. I've won multiple CoD MLG Tournaments and I can successfully say that this... is nothing.
