Game will not update

I tried giving admin rights to steam and TESV but it still doesn't update to 1.4.27. I also try to validating the integrity of cache files. Still no update. Other games seems to to running fine. Just got saints row the third and that is downloading ok.

redownload the whole game?

Oh boy. I'll save the nuclear option for a few days and play some saints row. I don't feel up to installing all the mods I have over. hmmmm wait I can probably just back up the data folder and skse folders. Yeah that should work.

Game updated after a pc reboot.
