Cannot connect to friends

When I go to play multiplayer with my friends and I try to join them it says fail to connect. I have opened up my ports 16000 - 16002 and 17771 - 17772 and it still has not allowed me to join. This is the only game I have had this issue in and don't know how to proceed to fix it. Any help would be appreciated.
