About the tf2 hat.

So if i had this hat in my inventory long time ago and i deleted it, is there a way to get it back ? I played this game and got that hat from it, but now i would like to get it back. xD

According to the TF2 wiki, some of these hats are tradable

With a bit of luck, since the hat is tied to an achievement and both games can be played free of charge, I guess you could create a secondary steam account, get the achievement then trade the hat with your main account.
