Charging the teashot only affects the blast radius, while still using more tea to shoot:

So never charge it!
just target something (or don't) and use single shots..
The same damage for less tea

I've found this too. Not worth charging.
1. Change to Teapot
2. Spam the until it 'overheats'
3. Change to pepper mill
4. Spam the until it 'overheats'
5. go to 1.
