steam gets stuck start loop

half the time I try to play the game never starts, steam just freaks out and tries to launch it over and over. I've also CTD and froze in game when it does launch. It was completely stable before the patch.

Is this new patch garbage for PC? It's my first time playing since the patch and it's been nothing but trouble now
