Penumbra isn't working?

Whenever i click 'Play', it says "This game is currently unavailable. Please try again ay another time."
When I first saw it I restarted my computer and see if it helped. It didn't. Then I waited a couple days but it still says the same. How can I get the game to start so I can play it?

Try going to properties of the game, local files and verify integrity of game cache. If after that it doesn't work, delete the game and redownload.

This is a Steam problem, not the game's fault.
