rather interesting concept a few things:
1. How does this set work together?
2. Interesting stats for these items, would you mind explaining them a bit more?
So far these items have some interesting stats but I'm going to hold off from giving my 2 cents until I have a better understanding of this set.

The first two weapons are kind of weird, and also very hard to program I'd imagine. The needlegun is interesting though. I assume the half a second of crits get stored until you switch from the Medi Gun? Sounds kind of like a Frontier Justice for Medics.

The medigun could work like a trade request. Like so:
"Oathblivion has changed name to Kyubey"
Kyubey: Hey demoman, I'll give you extra points if I can uber you.
"Kyubey requests to uber. Press [J] to accept or [K] to accept"
*demolish a sentry nest* *demo dies* *unleash syringe crits*
Kyubey: ／人◕ ‿‿ ◕人＼

I cant figure out what the pphylactery does that is useful. So your teammates just sit in the phylactery and lose health?
The only use for that is to build an ubercharge faster, but this set can't build an uber.
Only other use I can think of:
1. Put two heavies in limbo.
2. Uber a scout whos willing to sacrifice himself.
3. Run somewhere strategic in 6 seconds.
4. Scout dies, but you know have a decent little squad somewhere that may have been difficult to reach before.
