OS: Windows 7 64-bit
Ram: 4GB
Processor: amd FX(tm)-4100 Quad-Core

with that processor and videocard, id expect you to get anywhere from 80-150 fps in cs:go.

you can open the console and set an "fps_max" so it will not go above, but can go below if ur card has issues.

i have the 460ti SC edition and its better than ur 550 lol

I got the same gpu and cs:go runs with ~100 fps (nearly same specs)

If you use fps_max at least 66 to reach the client-sided max of information to the server because fps=cmdrate.

To increase my fps I turned off vsync and lowered the other options from high to middle and turned multicore rendering on.

good luck :P

First of all, turn down your resolution to the minimum. If i would play on maximum, i´d have 2560x1440 pixels and probably 10 fps. Second, turn off virtual sync in the advanced graphic options.
That should solve some of your mature fps problems
