as long as you only replace the language files and don't replace any dll/exe files you're fine.

As I said in your other post, don't buy from shady cd-key sites and you wouldn't have this issue. Take it as a lesson learned. Talk with your 'vendor' for support. You shall find no quarter here.

Buying CD-Keys is neither legal with Steam's ToS and EULA nor supported. You can even get suspended for this.

You'll either need to buy it in your native language from Steam or authorized sellers (Retail) or deal with it being in russian language.

he already broke the tos then, might as well patch it to english, you have nothing else to lose :V

just don't modify any dll or exe files.
