Performance vs gameplay speed issues?

Hi, I read the readme file and it said that the game is designed to run at 60fps. I'm playing on an i5+6470m in 1280x720 with depth of field disabled and in fraps I can see that the game is at 60fps most of the time except when it is loading content from the hdd when it drops to 30 breifly. However, gameplay still feels slow.
If I set all the graphics settings to the lowest possible the game feels too fast! So my question is, what is the correct speed this game should run at and how do i calibrate my system to play it as it was designed?
