Lightbulb "MSVCP100.dll missing" error

Like for many others, running Victoria 2 on a fresh install of 64-bit Windows just pops up an error window complaining to me about "MSVCP100.dll missing"

After doing some research on other people experiencing this issue, it seems like Steam might not be installing the 32-bit libraries because it's a 64-bit OS. This would be a problem because the game seems to be 32-bit and would need those 32-bit libraries. The above from Microsoft will install msvcp100.dll into your SysWOW64 directory, which is like system32 but specifically for 64-bit OSes running 32-bit programs. System32, despite the name, is actually for 64-bit files on a 64-bit operating system. http://en.wikipedia.org/wiki/WoW64 Microsoft, go figure.

A lot of posts on this subject imply that you should look on one of those shady "dll fix" websites. Downloading dlls from shady websites isn't a good idea, especially when you can get a verified version of the file. Steam may not be on the ball with this, but at least Microsoft knows how their own quirky OS works.
