WTF is that supposed to mean?

I get this error all the time with every game. If I restart Steam it pretty much always launches on the first try... Or I keep trying and I have to hit play like 2-15 times

I dunno if this works, because I haven't ever had this issue, but try going to offline mode and see if it still happens. I think its an issue with your PC communicating with the Steam servers, so if you go to offline mode it doesn't use the internet at all.
