Can someone trade it with me?

This game is unavailiable to buy in my region, but i heard that if someone who can buy it will send or trade it to me - it will work, and its not against the rules somehow.

Sooo... Can someone trade while its discounted?
My steam profile is "lalilulilo", inventory is bublic and i have some stuff there. Check if you want something, or maybe i can buy some game for a trade.
