Video resolution issue

I have no problem running the game on Win7x64 with Intel HD 2000 on a laptop, my issue when the game starts it is set to 4:3 and displayed in the lower bottom left of my screen. I can go into the settings menu, and even adjust to 16:9, the problem is I cannot save settings and return to main menu as the button is cut off (due to it being displayed in the lower bottom left). Does anyone have a solution? Is there a way to force start the game in 16:9?
