Just showed up in the CDR database.

Since Dota 2 is AppID 570, probably means it will go public beta soon(Valve wouldn't reserve low AppIDs for something random). Not sure why would it require a separate AppID though.

And no, it's not HL3. Sorry, I'm sure that beast will get something with a zero.

It says it is Dota 2 - In-Game Upgrade so ... i think it is something like promotional things like items or ... new things ...

I imagine it will be similar to the TF2's premium-upgrade item thing (can't find the exact name/appid at work), which basically gives some out-of-gameplay bonuses/advantages (in tf2: more backpack space, ability to wear cosmetics) to those who spend money in the in-game store.
