Exclamation Texture error for ALL my games

This happens in both AVA and TF2, I have no idea what's going on

system specs:

Operating System
MS Windows 7 Home Premium 64-bit SP1
CPU
AMD Athlon II X4 630 36 °C
Propus 45nm Technology
RAM
4.00 GB Dual-Channel DDR3 @ 664MHz (9-9-9-24)
Motherboard
FOXCONN 2AB1 (CPU 1) 38 °C
Graphics
HP 2010 (1600x900@60Hz)
ATI Radeon HD 4200 (HP)
Hard Drives
733GB Seagate ST375052 8AS SATA Disk Device (SATA) 33 °C
Optical Drives
hp DVD-RAM GH60L SATA CdRom Device
Audio
Realtek High Definition Audio

Have you tried updating to the latest drivers for your ATI card, oh wait a minute, is this a laptop you're gaming on? As that looks like an integrated card... You can't really game on an integrated card and laptop gfx cards aren't always supported by some games. That seems like the best explanation I can give you and possible solution... If updating the drivers don't work then I think it's time to invest in a desktop pc for gaming...

Edit: yes it is a laptop card, and it can't run GTA IV without some heavy tweaks (http://www.youtube.com/watch?v=PHWujqIXRoc), so I think it's safe to say you may need a new pc for gaming, that is if you are serious about it and don't want this artifacting (I presume it's called)...

try verifying game cache for those games

Verify the integrity of the game cache, update/roll back drivers if you have the latest ones.
Scan the HDD for errors

Just in case, check if you have the lastest DiretX and of course the latest drivers for your graphic card, also, it's not a powerful graphic card so don't expect much of it.

It has been working pretty great for the past 2 years, up until now. I tried validating/defragging the files to no avail. Says I have the latest drivers too :/ I also reinstalled and uninstalled about 3times for both games.

Could your videocard be overheating? Check for dust in your laptop's vents.

It's the AMD drivers. They cause a ton of problems in TF2.

I figured u had the latest drivers there has been a few issues with them hence the roll back driver if you have the latest comment in my post above

Go back to the drivers that where working before..
