Workshop availability for non-Steam players?

I have a friend who has purchased Skyrim, and wants to know if the Workshop is available to non-Steam purchased Skyrim players?

Yes its available to anyone that has a legit copy of Skyrim registered with Steam (we all have to register it with Steam), does not matter how/where you purchased it.

Just login at Steam go into the Store Screen use View at the top and then down that list is tools, the Creation Kit is in tools for download.

I didn't know about needing the GECK to enable Workshop, though of course it makes sense. I installed it before I started playing Skyrim.
