Can I activate a key on steam while my Steam is blocked?

How do you mean "blocked"? If it is for something like doing a chargeback my understanding is that you cannot add games to your account by any method but I may be wrong about that.

I don't know if you have or not but the first thing you should do is contact Steam support.

Sorry, I have no idea if you can activate a key under those circumstances.

And yes i contact support, and my Steam is blocked for no reason...

Activating Keys and Gifts doesn't work with blocked Steam Account.

Your account can be blocked if someone accessed it somewhere else and they think your account is in danger so contact steam and they will help u get your account back and then you can put the key or gift and it will work but it might take 2 or 3 days for steam to message u back took me that long when i got my account hacked but i got it hacked like 3 times lmao

You lost your account 3 times? You should really look into that, you have a serious security issue. Valve will not keep returning your account to you, if you are unable to look after it then they will lock it.

My advice would be to read this thread.
