Steam community error code -101

hi i was away for about 4 days and when i accessed my steam today,i cannot load steam community and it keeps giving me error code -101 or it brings me back to steam store. I cant access steam profiles / inventories and i cannot trade, i cant seem to acces it via browser either but funny thing is that my brothers computer can access steam community.

what i have tried
-deleted all the steam files except steamapps (so it reupdates) so i think deleting the Clientregistry.blob file doesnt work
-restarted pc and steam doesnt seem to help

* I have sent a ticket to steam support but knowing that it will probably take a few days to a week for them to reply i decided to turn to the community

would really appreciate some help thank you very much =)

p.s all my games work fine and i can still access my library

I think u need another provider or just fix firewall settings

hmm but i can open it from my brothers computer and we use the same net so i doubt its a net problem and my firewalls are all switched off

*Update*

i dont know if these steps actually work but i jus tried them anyways,in the end still no result

-removed steam entirely from my com including the registry files and reinstalled them but still cant access steam community
-restored my system to 5 days ago when it was working but still no results.

no idea what to do now and i really need to access my steam inventory so that i can add my game >.<

all other programs work fine ?
just activate on brothers computer your game

jus realised that my brothers steam community doesnt work either, neither does my iphone using my wifi so it does look like its my isp, but any idea how i can get around this ?

change isp or use vpn if steam blocked fully
use proxy with browser if only https://steamcommunity.com/

it has nothing to do with isp people, i state this for the fact other are having this same error 1012 issue and they are all from different countries with different isps. not sure what is causing this but quite a few others are having this same issue

no i cant access any of em, browser etc all dead. steam support has finnally returned me with a message but its basically what i have already tried, so im really not sure wat to do now
