Can't add friends on steam?

I am trying to add 4 people on friends but it's not working.

I am not sure if I am blocked by them or there is a problem adding.

I have tried adding through "Add Friends" or going to there steam community profile with steam running, and click "add friend."

I have sent it to them while they are online, but they never add me.

How can I tell if they are blocking me so I can give up?

Well, usually, friend requests are in a "pending" section in your friends list. If those friends aren't there, it's because they declined your invite.
Don't know if blocking affects friend requests in any way, though.

They have remained in the "invitations sent." I have re-sent them or deleted them and tried adding again.

They may have declined or else not decided yet and they are still pending

Yeah, so they're not responding. Or they're blocking you, although, like I said before, I'm not completely sure how that works.

Have your friends bought games on steam?

I discovered after a lot of inconvenience that adding friends can be tricky if you do not both own paid-for games on steam.

Oh no! Just what I feared!
The 'Meet the Pyro' update has ruined the servers! /conspiracy

But really, it might just be server troubles.
Best to blame it on the things you can't control.
