What do you mean by "i don't like crossfire and some other stuff"?Also there's no cs 1.6 non-steam,you prolly have a pirated version of the game.

Umm ok,you mean "crosshair".Go to your "non-steam" cstrike folder, copy the config.cfg file and paste it in your Steam/Steamapps/Username/Counter Strike/Cstrike folder.

After you've done that i suggest you delete the non-steam version cuz it's illegal.

You can do that in the settings. Also cl_dynamiccrosshair 0 gives you a static crosshair (well, except when you shoot which makes sense).

It's cl_dynamiccrosshair 0.

Dynamic and static are opposites, so you want to turn off dynamic (change it to 0) to make it static.

using a larger resolution makes everything in-game smaller.

No it doesn't. Use a ruler. Everything is clearly the same size.
