This is typical and likely caused by people like you f5ing it wondering why it isn't back up yet Just prolonging the error.

But don't worry, it'll be up soon.

The trick is to all hit F5 simultaneously.
The resulting combined electric pulse will resurrect the servers, similar to a defibrillator for humans.

This is never excusable. Valve has a pretty good idea of how many people will be online at any time as well as how many people are waiting for sale week. I am more understanding of slow downloads or even the inability to download games at times because of high volume. At least at that point it's a matter of alot of people downloading large files. This however is not excusable. It is a simple browser and does not create a massive load on their servers in comparison. People are gonna miss sales for games they want. Which will hurt steam financially as well as leaving a bad taste in the customers mouth so to speak. If you can not keep the most basic services of steam running then you need to upgrade your servers. No excuses.
