Gaming rig
I am thinking of building a gaming rig, but I have no clue on what is good or what is bad. So can any one give me suggestions of everything that I need for building one like CPU, motherboard, GPU all those things. I would like it to be able to play games on max settings on most of the game with no lag or any issues. But my budget isn't that high. Its 600-700 USD. Find me a really good one for this price.

Do you need external peripherals? Keyboard, Mouse, Monitor, Speakers, etc? That makes a difference to how far the $600-$700 limit will go.

Max settings with that budget? Sorry buddy
not going to happen.That budget goes for a very mediocre rig. Suggestions: CPU: i5-3k series PSU 650 - 750 W Motherboard: Gigabyte ( any of the new series would do ) 8 GB DDR3 1333 MHZ RAM ( 4 x 2 modules ) GPU is the main issues... You could get a pc with that money.
I'm not sure how many techies are in SPUF.
