1723 Steam Install Error [SOLUTION]

For thouse who will look for the solution:

Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.

SOLUTION:

Find temporary folder:

example for Windows 7: C:\Users\YourUserName\AppData\Local\Temp

Right click on it, open properties, open security tab, add your user with full rights and set full rights to "ALL" if it is in the list.

Click apply and OK. Try to setup steam.

This solved my steam install problem. Thank you soooo much. I was getting extremely annoyed I had to remove steam as TF2 was giving me the "The game is currently unavailable. Please try again another time" I am in IT and I myself can not figure out what is causing this I have tried everything.

I am going to reinstall steam now then try TF2 again will report back.

I did these steps but I still cannot install Steam in Windows 8.1, sad pandas...
